No shadow it is not a game. its a global surveillance daw ng US. I haven't read the profound details. you might want to check their site at ww*.echelonwatch.org.

ang alam kong Echelon yung Third Echelon sa Splinter Cell PC, new initiative yan ng NSA spy sila pero isang field man tapos yung ibang operator nasa remote para assist and field operative na yun
