i think it is! diba definition ng html hyper text mark-up language? Hindi po. Markup language po siya, not a programming language. You can't compile or execute an html file.

hmm... hindi ko pinapansin ang thread na to pero reply na din ako.
As a mark-up language may point na hindi ito pwedeng maging programming language.
Anyway OS naman kasi ang nag-iinterpret ng language na to kaya naging markup lang sya. And besides, it's very limited for a web page just like XML, UML, SHTML, and other hybrids--limited to their purpose.
So, it's not a programming language. A programming language is not limited to web pages.
Isa pa by the very meaning of the acronym itself baket pa pag-aawayan ito.

hmm... hindi ko pinapansin ang thread na to pero reply na din ako. As a mark-up language may point na hindi ito pwedeng maging programming language. People has mixed up the thing. Originally, HTML was conceived as a way of presenting static documents. Then comes CGI which added dynamism in web pages. As we all know, CGI was initially heavily coded in C/C++ which is a programming language by itself. Isn't it, that the browsers are interpreting the HTML commands... not the OS? Hindi naman yata pinag-aawayan... 'twas simply taken as a classic example of how people claim to know something which they don't understand the basics in the first place.
